We have an error message that comes us saying program can't start, rtl100.bpl file missing.
Can anyone tell me what that might mean?

Usually, it indicates an issue with your shortcut or permissions for the workstation. I looked on your account, and it looks like recreating the shortcut did fix the issue for you. Are you still having the issue?
